Promote to Captain order for Lieutenants

If there is a Captain and a Lieutenant on a ship, and the Captain leaves, the Lietenant is not automatically promoted.

I think this is correct, as it could be a pain if you intend the Captain to return as the Captain.

However, I think it would be handy to have a Promote to Captain order for a Lieutenant where there is no Captain on board.

Similarly, I it may be handy to have a Demote to Lieutenant order for the Captain, with an option to select who you want to promote to Captain in his/her stead.


...something similar may also be useful for Armies where a Knight can be promoted to Legate
