If a region is stated as lacking certain resources does that mean that resource is completely unavailable in that region?
If specific resources are not mentioned in a regions description does that mean some are available to exploit anyway?

Each region has resources that are abundant (using rich yield value for the item), normal yield or poor yield (lacking in the region).
Rich / normal / poor yields for ores are fixed across all worlds. Rich / normal / poor yields for trade goods are world dependent.
Some poor yield items have zero yield (e.g. all silks) so cannot be exploited if the region has poor yield of it.
