In the character section it states;
Children under the age of 14 remain at their parent’s estate. At the age of 14 they may be married or become novices
...but the character will not have any AP - so if a proposal is made, how is it accepted?

Hmmm...I thought that there was an order from Lords that would allow you to propose an apprentice.
I think though, that if you have an Emmissary at an estate they suggest someone as Apprentice. Though I've not currently got one so cant check if the order is available

Any emissary can offer novices as apprentices to another character providing they meet the requirements: throneofthestars.wikia.com/wiki/Children#NovicesStill thinking about how player house novices (14 to 18 year olds) can be married off... for ancient houses its automatic so not an issue.
