Not totally sure that it can be a little too easy? - though I guess it depends very much on having the right character and also your honour
Baroness Toledo for example has Diplomacy Expert (+3 to the roll), and has the Forgiving trait (+2). Because of the wedding where my House now has 8k honour I also easily get the +2 for having a higher Honour
The base roll is (with less than 10k) 8+ for Minor Success, 10+ for a Major Success and <2 for a fail
The Baroness therefore has +7 on the roll meaning a major success on 3 on a D8. I simply don't even have to pay to likely get a major success
...that said the character I petitioned appears to have buggered of to a House on a different planet, when the wiki tends to imply they will likely join another House in the Region (I don't know if that is perhaps linked to the pitiful amount of cash I petitioned with!)
"Loyalty may not be greater than 100% and if it is reduced to 20% or below, the character has a chance of leaving their house every chronum. Characters that leave their house will join another random house in their region (or world). Their loyalty to their new house will be 100%."
In total it took 5 petitions before the character moved on, each time I offered 100£

I suspect that the influence and intimidation value of some of the traits are a little too high (or perhaps where the roll is based on a D8 it should be a D16 or D20).
Perhaps if the roll was made higher then the value of skills should be a little more incremental with ability on the lines of;
Neophyte +1
Apprentice +2
Expert +4
Master +6
In terms of petitions, I think there also needs to be a way to "counter-petition" your own characters in order to re-build their loyalty?
